Montevideo, Uruguay (Feb 27)

Montevideo, capital of Uruguay (pop. 1.5 m), is a charming little sister to Buenos Aires (pop. 15.5 m) and lies basically across the Rio de La Plata from it. Clean and walkable, Montevideo seems designed for tourists, with pedestrian streets snaking from the port up the hill to the Plaza Independencia, the main square. Water views on both sides of the small peninsula abound.
